Article 1

Purpose

The Liberty County Athletic Hall of Fame has been established to recognize athletes, coaches and supporters who have made significant achievements or contributions to athletic endeavors in Liberty County. Recognition will be granted without regard to race, religion, or gender.

Article 2

Composition of Board of Directors

2.1 The Liberty County Athletic Hall of Fame Board of Directors shall consist of no less than nine (9) and no greater than twenty (20) members. Members shall be chosen from throughout the community and from across social and cultural sectors.

2.2 Officers shall be President, Vice President, Secretary and Treasurer.

2.3 A Nominating Committee shall make all nominations for the members of the Board of Directors, but any member may make additional nominations from the floor. Unless elected by acclamation, all officers and directors shall be elected by secret ballot, and a simple majority is needed for election. Each member of the board shall have one (1) vote. The President selects the Nominating Committee.

2.4 Board and Officers terms are for five (5) years. There is no limit on the number of terms one may serve.

2.5 Terms shall be staggered in a manner determined by the Board of Directors. Terms begin and send the Second Monday in April, which is also the annual meeting date. Four (4) board members shall be elected each year and four (4) will go off each year. Expiration will be determined alphabetically the first five (5) years and dates thereafter.

2.6 Any Board member missing three (3) consecutive meetings without being excused by the President will automatically be dropped from the Board.

Article 3

Actions by the Board of Directors

For the Board to conduct official business, a quorum of the existing board must be deemed to be in effect. A quorum will be considered to be a simple majority of the Board of Directors. changes in by-laws or constitution can be made only by a two-thirds vote of the entire Board of Directors. The by-laws and constitution shall be reviewed annuallly for possible additions, corrections or deletions.

Article 4

Eligibility for Induction into the Hall of Fame

Athletes and coaches who are candidates for induction must be at least seven (7) years removed from the highest level of competition achieved in Liberty County. Boosters, sponsors, game officials, supporters or other individuals who have promoted athletic endeavors in Liberty County may be considered for induction while still active in their roles. Athletes and coaches can be considered for induction for athletic achievements that did not occur while residing in Liberty County. Teams that competed in Liberty County can also be considered for nomination.

Article 5

Process of Nomination

5.1 Nominees can be chosen by a Liberty County resident or by someone who has participated in athletics in Liberty County.

5.2 Achievements of a nominee should be listed at all levels of competition.

5.3 Those receiving the most votes will be chosen for induction, providing they receive fifty percent of the total ballots cast.

a. If enough candidates do not receive the qualified votes, that year's class will be reduced to thenumber that qualified.

b. In case of ties, the Board of Directors will decide whether to take the Higher or Lower number.

5.4 Nominees who do not earn enough votes for induction will be automatically nomated for the following year's class. Nominees will remain on the ballot for three (3) years, at which point their names will be re-submitted for nomination.

5.5 Nominations will be taken six (6) months before the induction ceremony (2nd Thursday in June) and decisions on inductees will be made no less than three (3) months (2nd Thursday in September) before the induction ceremony.

5.6 Board members also are allowed to nominate potential inductees and there is no LIMIT to the number one may nominate.

5.7 The number of candidates a board member will vote will equal the number of inductees for that year's class.

5.8 All board members will be permitted to vote either in person or absentee. All absentee ballots MUST be in possession of the Club President no later than the designated voting day.

Article 6

Selection Procedure

The inaugural class for the Liberty County Athletic Hall of Fame shall consist of twenty (20) candidates and ten (10) for the following year. Following classes shall be no fewer than three (3) and no greater than five (5) candidates on an annual basis until such time as the Board of Directors agrees to change the period of time for induction. The tabulations committee will make tabulations. Ballots will be turned into the club secretary and remain sealed until the nomination committee meets.

Article 7

Induction Ceremonies

Induction ceremonies will be held the second Thursday in December. The date will remain the same unless otherwise agreed upon by two-thirds vote of the Board of Directors. Achievements of inductees shall be listed in the ceremony's program. Inductees will receive a plaque with their likeness, their year of induction and their reason for induction. A photograph of the inductee will remain with the Hall of Fame for display in a facility at the Board of Directors choosing and the inductees achievements will be recorded in the Hall of Fame journal. Team members whose team is recognized in the Hall of Fame are not considered members, unless otherwise inducted for their individual accomplishments. All high school state championship teams will be inducted into the Hall of Fame.
